SUMMARY:Industry Forum for Private Sector Carpooling Solutions for the North Texas Dallas-Fort Worth Region
DESCRIPTION:The Industry Forum\nOn Friday\, March 22\, 2019 at 11 a.m. Central Time the North Central Texas Council of\nGovernments (NCTCOG) will hold a vendor forum for providers of carpooling services and\ntechnologies. The forum will have two purposes: (i) inform the carpooling industry of NCTCOG’s\nplans to access private sector carpooling solutions and (ii) seek industry input on a number of\nissues such as those described below. The forum will be Web only; no in-person attendance will\nbe required or accepted. NCTCOG will not contract for services through this industry forum. If\nNCTCOG intends to do so in the future\, the mechanism to do so will be through a Request for\nProposal. \nMore information can be found here. \nNCTCOG intends the industry forum to be an interactive event. NCTCOG is holding the forum\nto explore one basic question: Can private sector carpooling solutions scale to a point that\ncarpooling can become a dependable mode of travel throughout the day (and night) and\nthroughout the North Texas region for people who don’t wish to drive or are unable to drive? If\nso\, what kind and level of effort would it take from the region and from private carpooling\nsolution providers to get carpooling to become a dependable and cost-effective mode of travel\nin North Texas? \nRelated issues that NCTCOG would like to explore in the industry forum include the following:\n• Whether carpooling in a region is best done through a single solution or multiple\ncarpooling platforms?\n• Are there carpooling solutions that can be targeted to increase average vehicle\noccupancy on highly congested corridors?\n• What incentives are most effective in building carpooling market share?\n• What are the biggest obstacles to building carpooling market share?\n• What public policies are most effective in building carpooling market share?\n• How can the public sector effectively support private sector carpooling companies in\nbuilding carpooling market share?\n• How can carpooling solutions best serve the mobility needs of low-income and nondriving populations?\n• What data are carpooling providers willing and able to share with NCTCOG through an\nAPI with the TryParkingIt data dashboard or some other means?\n• Can the TryParkingIt rewards program help advance private carpooling solutions and\, if\nso\, how so?\n• What public and private funding sources can be used to support carpooling efforts?\nAt the industry forum NCTCOG will lay out its vision for carpooling in the North Texas region\nand its thoughts on how to best access private sector carpooling solutions. Currently\, NCTCOG\nis considering two approaches for a regionwide carpooling initiative:\n• Approach 1: The first approach would be to use a process to identify private sector\nindustry partners with whom NCTCOG would cooperate on efforts to expand carpooling\nmarket share in North Texas. These efforts might include joint publicity campaigns\,\nconsumer education\, and employer outreach coordination. This approach would not\ninvolve any payments from NCTCOG to carpooling vendors or third parties.\n• Approach 2: The second approach would use a process to identify cost-effective\ncarpooling solutions for which NCTCOG would provide funding to carpooling vendors or\nthird parties like carpoolers themselves\, or both. \nThe industry forum will be open to all interested parties. While all parties are encouraged to\nparticipate\, no one is required to participate. There will be time for short (5 minutes or less)\npresentations by up to five parties on a first come first served basis. Please advise Emily\nBeckham (TransRFPs@nctcog.org) if you would like to make a presentation. Presentations\nshould focus on the basic question outlined above. You may also submit questions and ideas\nfor the forum to Ms. Beckham. An agenda will then be circulated in advance of the industry\nforum to all those who have signed up to participate. You may also submit written materials that\nyou believe are pertinent to the topics covered by the industry forum to Ms. Beckham.\nFollowing the industry forum\, NCTCOG reserves the right to contact participants and hold\nindividual meetings to seek additional information and/or request one or more participants to\nprovide a more detailed presentation. This process is intended to be the mechanism by which \nNCTCOG receives information from the industry on available technologies. It should not be\nconstrued as a commitment or as authorization to incur cost for which reimbursement would be\nrequired or sought.\nRelevant Dates\nMarch 18\, 2019: Deadline for submitting questions\, suggested forum topics\, and requests to\nmake a presentation at the forum.\nMarch 22\, 2019\, 11 a.m. Central Time: Industry forum. The forum will be scheduled to run for\none hour but may run longer at NCTCOG’s discretion if the discussion warrants such. In no\nevent will the forum run for more than two hours. Please send your RSVP to Emily Beckham\n(TransRFPs@nctcog.org) by 6 p.m. on March 22\, 2019—include participant’s name and\norganization in the email body.\nJoining the Forum\nThere are two ways to join the forum—through Webex and/or conference call. If you wish to\nview the slides\, log in to Webex (details below). A conference call line (details below) is also\nprovided—you can use both options simultaneously if you’d like to see the slides but listen\nthrough your phone. \nWebex:\nClick HERE to join.\nMeeting number: 807 794 285\nIf the Webex link\, above\, does not work\, copy and past the following URL into your\ninternet browser:\nhttps://nctcog.webex.com/nctcog/j.php?MTID=m30a46aad83ee03a6d627ff5c41f4e7a9 \nConference Call:\n1-888-909-7654\nParticipant PIN: 504 571 # \nAbout NCTCOG\nNCTCOG is a voluntary association of\, by\, and for local governments. It was established to\nassist local governments in planning for common needs\, cooperating for mutual benefit\, and\ncoordinating for sound regional development. NCTCOG’s purpose is to strengthen both the\nindividual and collective power of local governments and to help them recognize regional\nopportunities\, eliminate unnecessary duplication\, and make joint decisions.\nSince 1974\, NCTCOG has served as the Metropolitan Planning Organization (MPO) for\ntransportation in the Dallas-Fort Worth (DFW) Metropolitan Area. NCTCOG’s Transportation \nDepartment is responsible for regional transportation planning for all modes of transportation.\nThe Department provides technical support and staff assistance to the Regional Transportation\nCouncil and its technical committees\, which compose the MPO policy-making structure. In\naddition\, the Transportation Department provides technical assistance to the local governments\nof North Texas in planning\, programming\, coordinating\, and implementing transportation\ndecisions. \nDirect all communications to NCTCOG regarding the industry forum to Emily Beckham:\nEmily Beckham\nGrants and Contracts Manager\nNorth Central Texas Council of Governments\n616 Six Flags Drive\, Suite 200\, Centerpointe Two\nArlington\, TX 76011\nPhone: 817-608-2308\nTransRFPs@nctcog.org \n

This past week\, our National Steering Committee met (for the last time before the conference) to share plans for 75+ workshops and other activities. \n\n\n\n\n\n\n\n\n\n\nHere are a few quick (and by no means complete) take aways from the discussion: \nAt Rail~Volution 2018\, we’ll definitely be hearing about transit and livability projects from a wide array of locations –  cities like Seattle\, Portland\, and Minneapolis/St Paul with relatively recent build-out of transit systems; cities with deep transit roots (e.g.\, Chicago\, Philly\, Toronto\, & Vancouver); cities embarking on new plans\, such as Tulsa\, Albuquerque\, Oklahoma City; and Atlanta\, New Orleans\, Baltimore\, Honolulu\, and more. \nIf you’re working on BRT or streetcar projects\, there will be workshops for you. But\, at Rail~Volution we encourage you to meet people outside your comfort zone. So\, also look for sessions on microtransit & other new mobility options\, equitable transit-oriented development\, affordable housing\, bike share\, curb management\, financing\, public-private partnerships\, transit system redesign\, way finding & signage\, community engagement\, placemaking\, parking and more. \nAlong with real-world experiences\, there will be policies\, tools\, and tips for and from developers\, advocates\, transit agencies\, planners\, urban designers\, technology providers\, affordable housing leaders\, elected officials\, engineers\, planners\, architects\, and data geeks. \nPittsburgh\, our conference location\, also has a fascinating story to tell. Beautiful neighborhoods and architecture. A robust transportation system with multiple modes (and a very high walk share). An incredible talent for collaboration. A strong commitment to community and climate justice. A wave of new technology energizing a legacy city. Join us! \nDownload the Rail~Volution Pittsburgh Brochure \nHigh resolution (30 MB) \nLow Resolution \n\n\nAccessibility at Rail~Volution  \nThe 2018 Rail~Volution Annual Conference will take place at the Wyndham Grand Pittsburgh Downtown. Located in Pittsburgh’s Central Business District\, also known as the Golden Triangle\, the Wyndham Grand Pittsburgh’s modern hotel rooms offer views of the famed three rivers and Pittsburgh’s rejuvenated downtown. This venue was selected to make everyone’s visit as productive and comfortable as possible. If you need additional assistance or have accommodation requests\, please email andreao@railvolution.org at least two weeks prior to the event. Every effort will be made to provide reasonable accommodations. \n\n\n\n\nSend a Delegation to Rail~Volution  \nOrganizing a delegation from your city or region is a great way to leverage Rail~Volution’s national network\, its interdisciplinary sessions\, and the rich local experience in Pittsburgh. By transferring knowledge to a core group of leaders\, who in turn disseminate lessons learned from the conference\, some regions have significantly changed their transit and land use equations. Delegations can help accelerate change not only in regions where development is already underway but also in regions that are just starting to think about transit\, development\, and land-use issues. \nDownload delegation flyer (pdf). Contact Dan Bartholomay\, CEO of Rail~Volution\, to find out more about sending delegations to Rail~Volution.

SUMMARY:Advancing Mobility Management
DESCRIPTION:September 17-18\, 2018 – Dallas\, TX \nDescription: \nMany transit agencies are embracing the concept of ‘mobility management’\, which is a strategic approach to designing and delivering transportation services that starts and ends with the customer. It begins with a community vision in which the entire transportation network – public transit\, private operators\, cycling and walking\, volunteer drivers\, and others – works together with customers\, planners\, and stakeholders to deliver the transportation options that best meet the community’s needs. \nTraditionally\, mobility management has focused on meeting the needs of individuals and groups (e.g.\, people with disabilities\, older adults\, low-income)\, in particular by coordinating and improving human services transportation. However\, when implemented with a systems perspective\, mobility management can move transit agencies away from their roles as fixed-route service operators and toward collaboration with other transportation providers. The idea behind this approach is to create a full range of well integrated mobility services within a community\, that meets the needs of all customers better. \nThis course is designed to help build the capacity of transit professionals to implement and scale up mobility management strategies and initiatives and expose participants to promising practices in the field.  Topics to be addressed include but not limited to: \n\nLeading change in your organization and community\nArticulating a mobility management vision\, goals and desired outcomes\nBuilding connections among integration partners\nTools to assist in partnership development\nMeasuring mobility management success and performance\nProgram and project implementation\nCommunication\, outreach and marketing\n\nAudience: \nMobility management professionals with 1-5 years of experience in transportation or mobility-related field and who play a role in implementing mobility management strategies\, including: public transit agency professionals; 5310 sub-recipients; human services transportation providers; planning organization professionals; Veterans Administration employees; Non-Emergency Medical Transportation (NEMT) service providers and others. \nLength:  2 days \nCEUs: 1.40 \nFee: \n\n$300.00 for Contractor\, Consulting\, Non-USA Transportation or Government Agency\, Other.\nFree for all others.\n\nContact: \nMyrna Sirleaf\nmsirleaf@nti.rutgers.edu \nSign in will take place between 8:00 and 8:30 am on the first day. SUMMARY:Heading Cross-Town or Going to Mars: Designing for the Future of Mobility
DESCRIPTION:The Bay Area\, Japan and Asia are leading the way in re-imagining the future of mobility. Professional designers are being tapped to work on all kinds of mobility solutions\, including autonomous and electric vehicles\, new forms of mass transport\, robotics and drones\, AI and even interplanetary travel. Designers who work with mobility not only focus on aesthetics and function\, but also must understand how culture\, environment and history impacts people’s needs\, expectations\, hopes and dreams. Thus we are seeing new demands on designers to apply the tools of social science\, economics\, anthropology and physics to understand and address the growing challenges of moving people from one place to another in a globalized world. Please come to hear three experienced guest-speakers share their experiences in designing the future of mobility in a cross-cultural context between the US and Japan. \n\nSpeakers:\n \nShin Sano\, Founder and CEO of Institute for Creative Integration (ICI) \nICI is a design research and strategy firm specialized in mobility. With his experience as a designer over a period of two decades\, Shin Sano is passionate about guiding clients to have different perspectives that triggers innovation. ICI’s most recent work includes the user experience strategy on Toyota’s Concept-i愛\, which was unveiled to the public at CES 2017 and Tokyo Motor Show 2017. \nPrior to establish his own firm\, Sano was an Assistant Research Professor at the Illinois Institute of Technology’s Institute of Design (IIT) in Chicago where he researched and taught human-centered design methods specially in the area of product design\, product system concept development and user research. Before joining IIT Sano was an automotive designer and design strategist at Toyota’s Design Center both in Japan and the U.S. for fifteen years. He holds a Master of Design Methods from IIT and Bachelor of Arts from Musashino Art University in Tokyo. He has been based in the U.S. since 2002 and has lived in New York City\, Chicago and in the Bay Area with his wife Yumiko and three sons. \n \nRebecca Currano\, Researcher\, Center for Design Research\, Stanford University \nRebecca investigates interactions between pedestrians and autonomous vehicles\, and between drivers of manual cars and autonomous cars. Her research is imbued with a focus on culture\, examining differences in trust\, perception\, and behavior manifested during interactions in different geographical and cultural regions\, such as different countries and cities of different sizes within a country. \nRebecca also has a strong background in research on reflective practice in design\, and internal and external factors influencing creativity and ideation. Her thesis research explored designers’ activities\, thoughts and emotions\, as well as social and environmental factors\, which influence and accompany moments of insight in developing novel ideas. SUMMARY:LA CoMotion 2017
DESCRIPTION:The inaugural edition of LA CoMotion\, a hybrid event celebrating the future of mobility through conferences and workshops with global mobility leaders\, as well as extensive demos and exhibition spaces\, will take place November 15-19\, 2017 throughout Los Angeles’ vibrant Arts District. \nThe five-day annual event gathers urban mobility players from cities around the world — from scrappy start-ups to the world’s largest transportation companies\, from VC firms investing in new mobility solutions to vehicle design shops\, public transport authorities and cutting edge research labs at leading global universities. Participants include leaders from across this emerging urban mobility ecosystem whose goal is making our cities move more efficiently and effectively. \nTaking place in the heart of one of the world’s most exciting and creative cities\, LA CoMotion is designed to transform the city’s Arts District into an animated and interactive venue demonstrating the latest developments in mobility\, from autonomous vehicles\, drones and car and-bike sharing pioneers to the world’s most innovative public transportation solutions. Across the neighborhood\, there will be test tracks\, drone races\, vehicle demos and show-and-tell activations. \nLos Angeles is a natural leader of the new mobility revolution. As the city that invented the culture of the automobile\, L.A. is now taking bold steps to reimagine mobility in the decades ahead. L.A.’s Mobility 2035 Plan\, adopted last year by the Los Angeles City Council\, aims to radically transform how Angelinos will move around their city in the future. And on November 8\, Los Angeles County voters massively adopted Measure M\, designed to raise billions of dollars of new funds for transportation projects in and around Los Angeles. \nFind out more about NewCities at: www.newcities.org \nFind out more about the LA CoMotion at: www.lacomotion.com

Constituency groups provide a great opportunity to find a niche within NLC and meet others with common backgrounds or interests. \nMember Council Meetings: Open to all attendees\, these meetings bring together representatives from similar communities to share ideas and solutions to issues unique in their communities. Member councils include Small Cities Council\, Large Cities Council\, First Tier Suburbs Council\, University Communities Council\, and Military Communities Council. \nNLC Governance Activities and Meetings: City Summit is the culmination of NLC’s policy and governance work for the year.  Get involved by attending a Federal Advocacy committee meeting and the annual business meeting to learn how you can have your say in NLC.  After all\, it’s your organization!
